If someone was taunting me like that and they error'd out. I'd call that karma and would keep the item. That person had it coming.

Player A was "harassing" another player. That itself is an infringement on the rules that you quoted yourself

No, because if was player A's fault that he or she dropped it intentionally.

If ol' player A was being a jerk off and lost his item; sounds like he got what he deserved to me. If he contacts you later, just put him on the ignore list.
If he spends more time than it would to have earned the item arguing with anet trying to get it back, then that's just funny.

Someone asked earlier if ignoring a character ignores the whole account, it does like when you add a character to your friend list it shows when the account is online.
